Can a post be filled on a regular basis if its Recruitment Rules have not yet been framed?
In the presence of overriding compulsions to fill a Group A or Group B post without framed rules, the administrative Ministry or Department may make a reference to the UPSC. The Commission can then determine a method of recruitment as a one-time measure to fill the post on a regular basis.

What is the strict time limit for notifying final Recruitment Rules after receiving the UPSC's advice?
Once the Recruitment Rules or their amendments are finally approved by the Union Public Service Commission, the administrative authority is required to notify them within a strict period of 10 weeks from the date of receiving the UPSC's advice letter.
