Bench mark Disabilities = Previous Orders (Dated September 15, 2022) - Still in Effect unless superseded:
• This compendium of instructions applies to Central Government civilian employees with "Benchmark Disabilities" and those paid from the Defence Service Estimates. The Ministry of Railways will issue separate orders for railway employees.
• To be eligible for the double rate of TA, employees must have a "Benchmark disability" and a valid disability certificate.
• The condition that required a recommendation from a Head of Department of a Government Hospital has been removed. A Certificate of Disability from a Certified Medical Authority is now sufficient.
• The allowance is granted from the date the disability certificate is received by the administrative authority. For new appointments, it is granted from the date of appointment if a valid certificate is submitted at that time.
• Existing employees who are already receiving the double rate of TA based on older certificates from Government Civil Hospitals will continue to do so.
• The Transport Allowance rates are based on the 7th Central Pay Commission recommendations, effective from July 1, 2017. Employees with Benchmark Disabilities are eligible for double these rates.
• The double rate of TA is not admissible to employees who have been provided with a government vehicle.
• The allowance is admissible regardless of whether the employee lives on campus or within one kilometer of the office.
• The double rate of TA is not admissible for calendar months wholly covered by leave, deputation abroad, training, or tour away from headquarters.
• For employees under suspension, the allowance is not provided for calendar months fully covered by suspension. If suspension covers only a part of a month, the allowance is reduced proportionately.
