Grant of Transport Allowance (TA) at double the normal rates to Central Government employees with disabilities:
• A new Office Memorandum (OM) from the Ministry of Finance, Department of Expenditure, was issued on July 29, 2025, to provide a compendium of instructions regarding Transport Allowance at double the normal rates for Central Government employees with disabilities.
• This OM substitutes "para 1 of S.No. B (categories of disabilities for the purpose of grant of Transport Allowance at the double the normal rate)" from a previous OM dated September 15, 2022.
• The updated list of disabilities for which employees are eligible for the double rate of Transport Allowance is based on the Rights of Persons with Disabilities (RPwD) Act, 2016:
o Locomotor Disability (including Leprosy cure, Cerebral Palsy, Dwarfism, Muscular Dystrophy, and Acid Attack victims).
o Spinal Deformity and Spinal Injury are considered sub-categories of "Locomotor Disability".
o Blindness and Low Vision.
o Deaf and Hard of Hearing.
o Speech and Language Disability.
o Intellectual disability (including Specific Learning Disabilities and Autism Spectrum Disorder).
o Mental Illness.
o Chronic Neurological conditions (such as Multiple Sclerosis and Parkinson's disease).
o Disability caused by blood disorders (hemophilia, thalassemia, and sickle cell disease).
o Multiple Disabilities (more than one of the specified disabilities), including deaf-blindness.
• All other conditions stipulated in the OM dated September 15, 2022, remain unchanged.
