According to the Department of Posts notification dated 01.08.2024, what are the primary amendments made to the Recruitment Rules of 2022 regarding the eligibility of senior officials for departmental examinations vis-à-vis their juniors, what specific exemption applies to Rule-38 transfers, and which post categories have been completely omitted from the schedule?

Eligibility of Senior Officials (Crucial Note 3 Amendment): Where junior officials who have completed their qualifying or eligibility service become eligible for a Limited Departmental Competitive Examination (LDCE) or Competitive Examination, their seniors will also be deemed eligible for the same examination. This is subject to the following conditions: The seniors must not be short of the requisite qualifying/eligibility service by more than half of such service or two years, whichever is less. They must have successfully completed their probation period for promotion to the next higher grade. Both the senior and junior must have been recruited through the same mode of recruitment and must have held the same feeder cadre prior to their regular appointment to the present post. 

This seniority-matching condition will not be applied to junior officials who have lost their original seniority after availing an inter-circle/intra-circle transfer under Rule-38 of the Postal Manual Volume-IV. 

The entries and provisions relating to the following two post categories have been completely omitted from the recruitment rules schedule: 

1. Postal Assistant (In the Foreign Post Organisations in Chennai, Delhi, Kolkata, and Mumbai). 

2. Postal Assistant (Savings Bank Control and Internal Check Organisations).
