Based on Director General P&T, New Delhi letter No. 12-51/82-Trg.(P) dated 31.01.1984, what were the reasons for modifying the induction training of directly recruited Postal and Sorting Assistants, how was the training schedule and duration restructured, what exceptions and financial conditions apply, and from when did these changes take effect? 

Previously, direct recruits underwent a 3-month training program (2.5 months theoretical at training centres and 15 days practical at offices). However, unlike departmental candidates who already possess a general understanding of office workings, direct recruits lacked familiarity with the department's working atmosphere. To bridge this gap and better equip them to absorb institutional training, an introductory attachment period was introduced. 

The Restructured Schedule and Duration: The total training duration for direct recruits was increased to 3 and half months, broken down into three distinct spells: 

Attachment to a Head Post Office/Mail Office: 15 days (to observe different branches without actually performing the duties of any post). 

Institutional Training: 2 months. 

Practical Training at HPO/Mail Office: 15 days. 

Exceptions to the Rule: The training schedule for departmental candidates remained completely unchanged. Furthermore, candidates who already received 15 days of initial training to work as FTP were exempt from the first 15-day HPO/Mail Office attachment and could be deputed directly to training classes. 

Trainees receive the usual training allowance payable from time to time for the "entire period of 3 months of training". The modification was issued with the concurrence of P&T Finance vide Dy.No.FA-III-206/84 dated 13th January, 1984. Heads of Circles were required to take timely action to attach candidates to offices prior to their theoretical training. 

These orders applied to all training courses and local training classes conducted on or after 1.4.1984.
