Admissibility of Special Pay for LSG Officials Working as Treasurers

165. Under what circumstances are Lower Selection Grade (LSG) officials entitled to Special Pay when working as Treasurers in Post Offices, and what is the official order governing this decision?

According to the Ministry of Communications, Department of Posts, under order No. 6-3/91-PAP dated 23.10.1992 (reiterated in a communication dated 13.09.1994), the department addressed the issue of posting LSG operatives as Treasurers due to a lack of volunteers or the unwillingness of Time Scale officials to fill short-term vacancies.

While the general principle established with the Staff Side of the JCM is to post Postal Assistants in the Time Scale as Treasurers, the Competent Authority decided that LSG operatives promoted under the TBOP (Time Bound One Promotion) scheme are indeed entitled to Special Pay when they are required to perform these duties.

The order clarifies that the rate of Special Pay for these LSG officials shall be the same as that admissible to Time Scale Postal Assistants. These instructions were issued in supersession of previous memos to ensure uniform implementation across all Circles when such staffing exigencies arise.
