166. What are the revised criteria and calculation formulas for the grant of Night Duty Allowance (NDA) to Central Government employees following the 7th Central Pay Commission recommendations, and what is the official reference for these changes?

According to the Office Memorandum issued by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (DoPT) under No. A-27016/02/2017-Estt.(AL) dated 13th July, 2020, the government implemented revised instructions for the grant of Night Duty Allowance (NDA) based on the 7th Central Pay Commission recommendations. These orders are effective from 01st July, 2017, and apply to all employees across Ministries and Departments who were already receiving this allowance.

Under the new guidelines, "Night Duty" is defined as duty performed between 22:00 hours and 06:00 hours, with a uniform weightage of 10 minutes granted for every hour of such duty. However, a significant change is the introduction of a basic pay ceiling for entitlement, which is now capped at ₹43,600 per month. Additionally, no compensation is admissible if the working hours of the employee were already calculated taking the night weightage factor into account.

The method for calculating the allowance has also been modernized to reflect individual pay scales. The hourly rate is determined by the formula [(Basic Pay + Dearness Allowance) / 200], using the pay and DA prevalent as per the 7th CPC. The previous practice of applying a flat rate for a particular Grade Pay has been discontinued; instead, the amount is worked out separately for each employee based on their specific basic pay on the date the duty was performed. Furthermore, for any claim to be valid, a supervisor must provide a certificate confirming that the night duty performed was essential.
