Rationalization of Mail Processing Hubs under the Mail and Parcel Optimization Project (MPOP).
- Following the analysis of mail profiles and a meeting with DPS-level officers on October 15, 2025, it has been decided to downgrade 20 National Sorting Hubs (NSHs) into Intra-Circle Hubs (ICHs), with the detailed list provided in Annexure-A.
- The decision on downgrading the remaining NSHs and the merger of ICHs will be analyzed and decided in consultation with the Circles in the next phase.
- The downgrading of these NSHs will come into force from November 15, 2025, after further discussion with the Circles on October 30, 2025.
- The primary rationale behind optimizing/downgrading National Sorting Hubs (NSHs) is as follows:
- Bulk Mail Handling: Approximately 85% of Speed
Post Mail is contributed by bulk customers. The 58 major bulk booking
centers, which handle 60-70% of mail, will continue to send direct
bags to all NSHs across the country even after the downgrading.
- 80-90% of mail originates from 10-12 major
cities. NSHs in
these major cities will be permitted to close direct bags to the
downgraded NSHs (now ICHs).
- Direct Bagging for Volume: For articles booked above a
prescribed threshold (to be intimated separately), the downgraded ICHs
will be allowed to close direct bags to other downgraded ICHs and
vice-versa.
- Inward Mail Profile: The NSHs proposed for downgrading
primarily process a major chunk of Inward mail rather than both
Inward and Outward mail. This inward mail can be processed effectively at
the downgraded NSHs (ICHs)11.
- The Parent NSH for each of the downgraded ICHs will be decided in consultation with the respective Circles.
- It must be ensured that no staff should be displaced while downgrading the status of NSH to ICH.
