118. Following the disinvestment of Air India, what are the revised instructions for Government employees regarding the purchase of air tickets for official travel, and what are the specific rules concerning mileage points and journey verification?

According to Office Memorandum No. 19024/03/2021-E.IV dated 31st December, 2021 (reiterated by MHA Circular dated February 2022), all air tickets for travel funded by the Government must now be purchased exclusively through three authorized travel agents: M/s Balmer Lawrie & Company Limited (BLCL), M/s Ashok Travels & Tours (ATT), and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC). These agents are required to provide the "Best available fare" based on the officer's entitlement on the date of booking. Notably, all mileage points earned during official travel must be utilized by the Department for other official trips; using these points for private travel is strictly prohibited and will result in departmental action. Furthermore, to ensure timely payment to agents, employees must submit a self-declaration certificate (Annexure-1) within 7 days of completing their journey to confirm performance, though the final TA bill may be submitted later according to existing rules. These orders became effective starting 01.01.2022.
