113. According to Office Memorandum No. 19024/03/2021-E.IV dated 16.02.2022, what are the modified instructions regarding the booking of air tickets for domestic and international travel on Government account following the disinvestment of Air India?

As per the Ministry of Finance, Department of Expenditure O.M. No. 19024/03/2021-E.IV dated 16.02.2022, the Government has modified its air travel policy to reflect the changed status of Air India. It is now clarified that air travel on Government account—covering both Domestic (including LTC) and International travel—can be made using private airlines. This marks a significant shift from previous mandates that prioritized the national carrier.

However, the memorandum emphasizes that strict protocols must be followed for the procurement of these tickets. All air tickets must be purchased exclusively through the three authorized travel agencies: Balmer & Lawrie (B&L), IRCTC, and Ashok Travels. This order, issued with the approval of the Finance Secretary and Secretary (Expenditure), ensures that while airline choice is broadened, the booking channel remains regulated for administrative accountability.
