108. According to Letter No. 17-1/71-PAP dated 30.11.1971, what are the regulations regarding transit time and daily allowance for a Government servant who resumes duty at a tour station following a period of leave?

As per the Ministry of Communication, Department of Post Letter No. 17-1/71-PAP dated 30.11.1971 (incorporating Ministry of Finance O.M. No. F-1(9)-E.IV (B)/71 dated 21.10.1971), the admissibility of travel benefits depends on the type of leave taken and the timing of the official's return. It is clarified that no transit time is permitted for an official returning from casual leave; however, transit time is admissible for those resuming duty after the expiry of regular leave.

Regarding Daily Allowance (DA), if a Government servant reports for duty at the tour station on the day their leave expires, the allowance is admitted from the actual time of their arrival at their temporary residence, provided that day is a working day. In cases where the official reaches the tour station earlier than the expiry of their leave, the calculation of the DA for the halt begins only from the time they report for duty at the specific duty point, rather than from the time of their arrival at the station or the start of the calendar day.

Furthermore, if an official takes leave during the course of a tour—whether they return to the same station or remain there—the rules require a mandatory deduction of 24 hours for each day of leave. This deduction is applied to the total period of the halt to determine the net duration for which the daily allowance can be claimed.
