One divisional head was in the habit of curtailing the number of days even in medical leave. The Divisional Secretary strongly objected this by placing a specific subject for discussion in the monthly meeting. He was issued show cause notice for the subject.

With reference to the aforementioned subject and your office memo dated ………, wherein I have been directed to explain why disciplinary action should not be initiated against me for alleged violation of CCS(RSA) Rules 1993, I wish to provide the following clarification. The basis for this direction is a specific sentence contained in serial number …. of the new subjects submitted for discussion on behalf of AIPEU, Gr C service union, in my capacity as its Divisional Secretary.
In this context, I submit that the subject matter raised under serial number .. of the union's communication was initiated in the collective interest of the members of our service union. As their elected representative, I was addressing a concern that significantly impacted numerous members who had experienced curtailment of medical leave applied for genuine reasons, supported by the advice of qualified and certified medical practitioners.
The union, in representing the concerns of these aggrieved officials, articulated their sentiment in the form of a question for the monthly meeting agenda: "Is the Competent Authority practised as Doctor before?". It is important to emphasize that this was presented solely as the union's viewpoint to the Leave Sanctioning Authority during the monthly meeting and was not circulated externally. There was no personal dissatisfaction intended towards the Leave Sanctioning Authority.
Therefore, given the context and intent, the aforementioned query should not be interpreted as discourtesy in communication. Furthermore, there was no ulterior motive whatsoever to cause any disrespect to the Superintendent of Post Offices.
