200. Daily Rules Recap - Unification of MTS cadre in the Department of Posts
• Hereafter, there will be a single cadre of Multi-Tasking Staff (MTS) across all subordinate offices, including Postal, RMS (Railway Mail Service), Circle Office/Regional Office (CO/RO), Postal Accounts, and Civil wings, etc.
• There will be no change in the Appointing Authority or the Disciplinary Authority.
Gramin Dak Sevaks (GDS) of a recruiting division will be eligible for appointment as MTS on a seniority basis, as per the Recruitment Rules.
• GDS appearing in the competitive examination will have the option to choose from CO, DAP (Departmental Accounts Office), Civil/Electrical wing, etc. At the time of applying for the examination, the GDS must submit their order of preference.
• Once a GDS is appointed as an MTS, they will be eligible for promotion to Postman, Mail Guard, or Lower Division Clerk (LDC) in DAP, as per the provisions of the respective recruitment rules.
• In the case of promotion under the seniority quota, it will be only within the recruiting unit as per the Recruitment Rules.
• Once an MTS opts for one channel of promotion, they will remain in that channel only. For example, if they opt for Postal Assistant (PA)/Sorting Assistant (SA), they cannot then opt for LDC in DAP.
• MTS shall not be transferred to other wings under Rule 37. They can, however, seek a Rule 38 transfer from one office to another within the same channel.
• Finally, MTS will be recruited through one unified set of MTS Recruitment Rules.
