183. Daily Rules Recap - Recent clarification on Rule 38 mutual transfer by DOP
• As per orders issued on September 2, 2022, it was previously advised to consider mutual Rule 38 transfers in offline mode. However, the Centre for Excellence in Postal Technology (CEPT) has now developed an online module for Rule 38 Mutual Transfers.
• Therefore, offline applications for mutual transfers should no longer be accepted; they must now be received exclusively through the online portal.
• Any mutual transfers that have already been approved manually should still be implemented.
• With immediate effect, no mutual exchange transfers in offline mode shall be approved by circles.
• In the case of pending requests, the concerned employees should be advised to re-apply for mutual transfer on the online transfer portal.
