39. Regarding individual cases (DG (P) No. 16-2/72-SR dated 07.07.1972):
• Existing orders state that service unions/associations should not support individual government servants' service matters.
• Despite this, references related to individual cases are frequently received from unions/associations at various levels.
• Currently, there is no consistent procedure for handling these references.
• It has been decided to implement a uniform reply for all such cases.
• Unions/associations should be informed that they are not permitted to take up individual cases with the Administration.
• Consequently, any such references received will be filed.
Subsequent instructions on individual cases (DG (P) No. SR/1-2/79 dated 17.12.1983):
• There seems to be a misunderstanding that the prohibition on unions taking up individual cases only applies to meetings and not to correspondence.
Regarding individual cases
Under the existing orders, the service unions/associations shall not espouse or support the cause of individual Govt. servants relating to service matters. Nevertheless, reference relating to individual cases are, every now and then, received from Unions/Associations at different levels. At present, no uniform procedure is being followed in the matter of disposal of these references. Consequently, it has been decided that a uniform reply in all such cases should be given to unions/associations. The unions/associations may be informed that they are precluded from taking up individual cases with the Administration, and as such, their references in this connection are being filed.
