Whether the State Govts reverted back to Old Pension scheme implemented in their states?
• On 11.12.2023, in response to Parliament question 1159 in Lok Sabha, the Government replied that there is no proposal to restore the Old Pension Scheme (OPS) to its employees.
• The Committee that has been appointed may examine whether any changes within the existing framework and structure of the New Pension Scheme (NPS) are warranted.
• The State Governments of Rajasthan, Chhattisgarh, Jharkhand, Punjab, and Himachal Pradesh have informed the Central Government of their decision to revert 1 to the Old Pension Scheme and have requested the return of their contributions to the NPS. The Government of Punjab has informed that it continues to pay both staff and government contributions to the NPS.
• It has been clarified that there are no provisions under the Pension Fund Regulatory and Development Authority (PFRDA) Act 2013 and its regulations of 2015 to refund the contributions and deposit them back to the State Governments. This has been communicated accordingly.
• As of the mentioned date, the total number of civil pensioners is 11,41,985; Defence pensioners number 33,87,173; Telecom pensioners are 4,38,758; Railways have 15,25,768 pensioners; Postal pensioners are 3,01,765; and the total number of pensioners across these sectors is 67,95,449.
• 11.12.2023 அன்று, மக்களவையில் கேட்கப்பட்ட நாடாளுமன்ற கேள்வி 1159க்கு பதிலளித்த அரசாங்கம், தனது ஊழியர்களுக்கு பழைய ஓய்வூதியத் திட்டத்தை (OPS) மீட்டெடுக்கும் எந்த முன்மொழிவும் இல்லை என்று கூறியது.

• ராஜஸ்தான், சத்தீஸ்கர், ஜார்கண்ட், பஞ்சாப் மற்றும் இமாச்சலப் பிரதேச மாநில அரசுகள் பழைய ஓய்வூதியத் திட்டத்திற்கு மாறுவதற்கான தங்கள் முடிவை மத்திய அரசுக்குத் தெரிவித்து, NPS இல் தாங்கள் செலுத்திய பங்களிப்புகளைத் திருப்பித் தருமாறு கோரியுள்ளன. பஞ்சாப் அரசாங்கம் ஊழியர்கள் மற்றும் அரசாங்கத்தின் பங்களிப்புகளை தொடர்ந்து NPS இல் செலுத்தி வருவதாகத் தெரிவித்துள்ளது.
• ஓய்வூதிய நிதி ஒழுங்குமுறை மற்றும் மேம்பாட்டு ஆணைய (PFRDA) சட்டம் 2013 மற்றும் அதன் 2015 ஆம் ஆண்டு விதிமுறைகளின் கீழ், பங்களிப்புகளைத் திருப்பி மாநில அரசாங்கங்களுக்கு மீண்டும் டெபாசிட் செய்வதற்கான எந்த விதிகளும் இல்லை என்று தெளிவுபடுத்தப்பட்டுள்ளது. இது சம்பந்தமாக தெரிவிக்கப்பட்டுள்ளது.
• குறிப்பிடப்பட்ட தேதியின்படி, மொத்த சிவில் ஓய்வூதியதாரர்களின் எண்ணிக்கை 11,41,985; பாதுகாப்புத் துறை ஓய்வூதியதாரர்கள் 33,87,173; தொலைத்தொடர்பு ஓய்வூதியதாரர்கள் 4,38,758; ரயில்வேயில் 15,25,768 ஓய்வூதியதாரர்கள்; தபால் துறையில் 3,01,765 ஓய்வூதியதாரர்கள்; மற்றும் இந்தத் துறைகள் முழுவதும் உள்ள மொத்த ஓய்வூதியதாரர்களின் எண்ணிக்கை 67,95,449 ஆகும்.
