When anyone was ordered to perform the additional duties along with the regular post and if any adverse notice was issued, he can use the content while replying to the show cause notice.
1.. The authority's assessment of my workload during the period of vacant post coverage lacks objective standards and appears to be based on subjective denial rather than factual evidence.
2. While divisional offices are responsible for monitoring staff strength and issuing written orders for additional charge assignments, the divisional head failed to do so. The argument that my seniority automatically obligated me to handle higher-level duties is incorrect. Formal written orders are required.
3. The divisional head's failure to issue written orders, coupled with the expectation that I manage the responsibilities of two or three supervisory posts without corresponding higher pay, constitutes a significant lapse.
4. The disciplinary/appellate authority disregarded the substantial workload I managed during a period of fraud at the Branch Office (BO), where direct supervision was lacking, and failed to consider the absence of any supporting Government of India (GOI) orders for these assumptions.
5. The divisional head's responsibility to provide adequate staffing was improperly shifted to me, requiring me to report my workload. This is not a standard practice within our system. Posts are created based on established workload assessments, not daily fluctuations. The authority's acceptance of the divisional head's report, which excused their failure to provide adequate staff, is erroneous.
6. Furthermore, it is unacceptable to compel a Lower Selection Grade (LSG) official to simultaneously assume the duties of Higher Selection Grade II (HSGII) and Higher Selection Grade I (HSGI) positions. HSGI positions should be assigned to senior HSGII officials. In the absence of HSGII officials within the division, the HSGI positions should be downgraded to HSGII. I was forced to handle both HSGI and HSGII responsibilities without the corresponding pay, representing a serious oversight by the divisional head, which the authority should have addressed."
