Clarification on Reservation for Persons with Benchmark Disabilities

·        * This DOPT order clarifies the reservation policy for Persons with Benchmark Disabilities (PwBD):

• Unreserved Quota: PwBD candidates selected without relaxed standards in the unreserved quota will not be counted towards the reserved quota. This means that reserved posts must be filled separately with PwBD candidates, even if their merit is lower than the PwBD candidates selected in the unreserved quota
• Own Merit: The concept of "own merit" for PwBD candidates applies to all direct recruitments. PwBD candidates selected on their own merit should not be adjusted against the reserved quota.
• Scribe and Compensatory Time: As per the order dated August 10, 2022, providing a scribe and compensatory time to PwBD candidates is not considered a relaxed standard.
• Medical Fitness Test: A person's disability should not be considered a relaxed standard in medical fitness tests for the purpose of determining "own merit."

பெஞ்ச்மார்க் ஊனமுற்ற நபர்களுக்கான இட ஒதுக்கீடு – தெளிவுபடுத்தல்

·        இந்த DOPT உத்தரவு, பெஞ்ச்மார்க் ஊனமுற்ற நபர்களுக்கான (PwBD) இட ஒதுக்கீட்டு கொள்கையைத் தெளிவுபடுத்துகிறது:

• பொது ஒதுக்கீடு: பொது ஒதுக்கீட்டில் தளர்வான தரநிலைகள் இல்லாமல் தேர்ந்தெடுக்கப்பட்ட PwBD வேட்பாளர்கள் ஒதுக்கப்பட்ட ஒதுக்கீட்டில் சேர்க்கப்பட மாட்டார்கள். அதாவது, ஒதுக்கப்பட்ட பதவிகள் PwBD வேட்பாளர்களால் தனியாக நிரப்பப்பட வேண்டும், அவர்களின் தகுதி பொது ஒதுக்கீட்டில் தேர்ந்தெடுக்கப்பட்ட PwBD வேட்பாளர்களை விடக் குறைவாக இருந்தாலும் கூட.
• சொந்த தகுதி: PwBD வேட்பாளர்களுக்கான "சொந்த தகுதி" என்ற கருத்து அனைத்து நேரடி ஆட்சேர்ப்புகளுக்கும் பொருந்தும். சொந்த தகுதியின் அடிப்படையில் தேர்ந்தெடுக்கப்பட்ட PwBD வேட்பாளர்கள் ஒதுக்கப்பட்ட ஒதுக்கீட்டுக்கு எதிராக சரி செய்யப்படக்கூடாது.
• எழுத்தர் மற்றும் ஈடுசெய்யும் நேரம்: ஆகஸ்ட் 10, 2022 தேதியிட்ட உத்தரவின்படி, PwBD வேட்பாளர்களுக்கு எழுத்தர் மற்றும் ஈடுசெய்யும் நேரம் வழங்குவது தளர்வான தரநிலையாகக் கருதப்படாது.
• மருத்துவ தகுதி தேர்வு: "சொந்த தகுதி"யை நிர்ணயிக்கும் நோக்கத்திற்காக, ஒரு நபரின் ஊனம் மருத்துவ தகுதி தேர்வில் தளர்வான தரநிலையாகக் கருதப்படக்கூடாது.
