44. Whether the officiating SPM working in leave vacancy is entitled for OTA?

Yes. The officiating SPM may be granted 45 minutes OTA provided that no charge allowance is given and the period of arrangement does not exceed 30 days.

45. Whether APM who act as PM in the absence of regular PM on leave is entitled for 45 mts OTA per day?

Yes. The provisions available to post attached Quarters SPM envisaged vide letter No. 31-47/78-PE II dated 02.12.78 have been applied to APMs also vide Directorate letter no. 8-63/83-PE II dated 05.06.1985

46. Is there any provision to grant OTA to the APM Accounts for imparting training to the unqualified hands posted in accounts branch?

The unqualified officials who are posted to the 'Accounts Branch' of the Head Offices may be given training while on the job for a fortnight.  The intention is that for a fortnight the newly appointed officials in the Accounts Branch may be made to do all types of work of that Branch and his work should be supervised by the Accountant concerned, with a view to rectify the mistakes that are committed by the official.  In addition, the concerned official or officials may also be given one hour's theoretical training only for a fortnight by the Accountant.

47. Whether Conveyance of cash may be entrusted to MTS & Postman on OTA/TA basis?

The present TA/DA Rules do not allow earnings of DAs for an absence of Less than 6 hours nor rules permit to draft Head Postman/Postman for outdoor duties on OTA basis. Therefore the practice of utilizing the service of such official for conveyance of cash should be put an end to as far as possible.
