I usually post all important items related to official rulings, union news, and other general matters on my YouTube channels: Yourskayveeyes (English) and Anbudan Kayveeyes (Tamil).
However, due to the recent spate of orders and the high volume of information being received, I have not been able to convert every item into a video. Therefore, I am introducing these new slots to post current matters and updates that have not yet been published on YouTube. This ensures you stay informed on every detail, even if a video hasn't been made yet …………….Kayveeyes
Grant of Fixed Medical Allowance (FMA) to retirees under the National Pension System (NPS)
• This is reference with Oms dated 6.12.2023 and 7.2.2025 regarding grant of FMA to eligible NPS pensioners/ family pensioners
• Payment is disbursed by Pension Disbursing Banks through their Central Pension Processing Centres (CPPCs).
• After carrying out checks, the Central Pension Accounting Office (CPAO) prepares the Special seal authority (SSA) and sends it, along with necessary forms, to the CPPC of the Bank to authorize payment.
• Beneficiaries are not required to submit bills; payments are automatic once authorized.
• FMA is credited to the beneficiary's bank account on a quarterly basis at the rates notified by DoP&PW.
• Beneficiaries must submit a physical or digital Life Certificate every November to ensure uninterrupted payments.
• The payment for September–November is released in the first week of December. Subsequent payments depend on the successful submission of the November Life Certificate.
• If a beneficiary chooses to switch from FMA to CGHS (OPD) facilities, the procedure follows established DoP&PW guidelines dated March 23, 2022.
• Transferring an FMA account between bank branches follows the standard "Scheme booklet" procedures for Central Government Civil Pensioners.
• If a successor is already named in the FMA authority, they may apply directly to the bank with a death certificate to begin receiving disbursement.
• If the eligible family member is not listed, they must apply to the Head of Office to have a fresh FMA authority issued.
• The government reimburses banks for FMA amounts disbursed to NPS retirees and their families through the existing system.
• The CPAO intends to issue more detailed instructions regarding technical integration for these payments in due course
