Rules, Rights & Rites -15 Procedures for generating and allotting Unique Identification Numbers (UIN) for Form No. 121.

 Rules, Rights & Rites -152

I usually post all important items related to official rulings, union news, and other general matters on my YouTube channels: Yourskayveeyes (English) and Anbudan Kayveeyes (Tamil).
However, due to the recent spate of orders and the high volume of information being received, I have not been able to convert every item into a video. Therefore, I am introducing these new slots to post current matters and updates that have not yet been published on YouTube. This ensures you stay informed on every detail, even if a video hasn't been made yet …………….Kayveeyes

Procedures for generating and allotting Unique Identification Numbers (UIN) for Form No. 121.

• The guidelines are established under Section 393(6) of the Income-tax Act, 2025, which allows for no tax deduction in specific cases when a payee submits a declaration in Part A of Form No. 121.
• Payers must enable payees to submit declarations in either paper or electronic formats. They are required to allot a UIN to every declaration received.
• Anyone filing a declaration in Part A of Form No. 121 must include their Permanent Account Number (PAN).
• Payers must submit Part B of Form No. 121 electronically via the Income-tax e-filing portal within prescribed timelines. Additionally, a statement of tax deduction (under Rule 219) must be furnished quarterly, including UINs, even if no tax was actually deducted.
• The UIN is a 26-character code assigned by the payer to each declaration for a specific tax year. It consists of three distinct fields:
• Ten alphanumeric characters starting with the letter "D" followed by nine digits (e.g., D000000001).
• Six digits representing the applicable tax year (e.g., 202627 for the 2026-27 year).
• The ten-character Tax Deduction and Collection Account Number of the payer.
• If a declaration is received in paper form, the payer is responsible for digitizing it and assigning a UIN.
• Paper declarations must follow the same running sequence series used for electronic declarations.
• The running sequence number series must be reset to "1" for each of the payer's TANs at the start of every tax year.
• This notification and its procedures apply starting April 1, 2026.
