What are the revised guidelines and the specific statutory "Note" to be inserted in Recruitment Rules to protect senior employees from being bypassed for promotion when their juniors become eligible?

To resolve anomalies arising from situations where a junior employee completes the prescribed eligibility service earlier than a senior due to differences in initial appointment or alignment, the Government has directed that a specific protective clause must be incorporated beneath the relevant service rules or column in the schedule of all Recruitment Rules. This regulatory note mandates that where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered simultaneously, provided the seniors are not short of the requisite qualifying service by more than half of such qualifying/eligibility service or two years, whichever is less. Furthermore, the senior must have successfully completed their probationary period for promotion to the next higher grade along with their juniors.
