According to the Department of Posts Postman and Mail Guard (Group 'C' post) Recruitment (Amendment) Rules, 2023, what are the newly substituted provisions under Note 1 and Note 3 concerning senior protection during promotions and the calculation of promotion eligibility with respect to financial upgradations?
Seniority Protection and Relaxation Conditions (Note 1): Where junior officials who have completed their qualifying or eligibility service are being considered for promotion, their seniors will also be considered for such promotion, subject to the following statutory provisions:
Both the senior and junior officials must have been recruited through the exact same mode of recruitment.
Both must have been holding the same feeder cadre prior to their regular appointment to the present post.
The senior official must not be short of the requisite qualifying or eligibility service by more than half of such service or two years, whichever is less, and must have successfully completed their probation period for promotion to the next higher grade.
Rule-38 Transfer Exception (Note 2): This seniority relaxation condition will explicitly not apply with reference to a junior official who has lost their original seniority after availing an inter-circle or intra-circle transfer under Rule 38 of the Postal Manual Volume-IV.
Determination of Eligibility vis-à-vis Financial Upgradations (Note 3): The eligibility of an official for promotion must be determined strictly based on the post held substantively and the relevant regular pay level of that post in the Pay Matrix. It cannot be calculated or determined with respect to a higher pay level or grade an official is currently drawing as on the crucial date of eligibility by virtue of financial upgradations received under career progression schemes such as Time Bound One Promotion (TBOP), Biennial Cadre Review (BCR), or Modified Assured Career Progression (MACP).
