Implementation of Dress Allowance under 7th CPC
146. What is the annual rate for Dress Allowance as per the Department of Posts guidelines, and what are the key administrative details regarding its implementation?
In accordance with Order No. 5/1/2018-PAP dated 12.03.2018 , the Department of Posts has implemented the recommendations of the Seventh Central Pay Commission regarding Dress Allowance. Under these guidelines, eligible employees in Group 'C' and the erstwhile Group 'D' categories—who are required to wear a uniform regularly—are granted a consolidated Dress Allowance of Rs. 5000/- per year. This new allowance supersedes all existing orders related to separate payments for clothing, washing, stitching, and footwear, effectively merging them into a single annual grant.
The implementation of this allowance is subject to specific administrative timelines and conditions. The order took effect retrospectively from 01.07.2017. To ensure a streamlined payment process, the full amount of the Dress Allowance is to be credited to the eligible employees' salaries once a year, specifically during the month of July. Furthermore, the order includes a provision for future adjustments: the rate of the allowance will increase by 25% each time the Dearness Allowance (DA) rises by 50%.
