Clarification on Conditions for Granting OTA
142. Is the grant of Overtime Allowance (OTA) automatically justified whenever there is absenteeism in a set or office, and what are the specific conditions that must be met to permit overtime?
According to Order No. 10-48/73-PE-II dated 11.12.1976, the grant of OTA is not automatic just because there are absentees in an office; instead, it is justified only based on the daily staff position and the quantum of urgent, unavoidable workload. The order specifies that OTA is permissible only when: (a) no leave reserve is available; (b) the work cannot be distributed among the staff on duty; (c) the work cannot be assigned to an official from another branch or section of the same office; (d) the actual overtime is performed beyond normal hours to complete related ancillary work; and (e) the work is of such a nature that it cannot be postponed. These exhaustive conditions ensure that OTA is managed based on actual necessity rather than arbitrary absenteeism levels
