Clarification on OTA for Group 'D' Officials
140. What are the clarified rules regarding the payment of Overtime Allowance (OTA) to various categories of Group 'D' officials, such as Mail Peons and Runners, for duties performed on Sundays and holidays?
According to Order No. 10-18/78-PE-II dated 07.03.1980, the department clarified that Group 'D' officials are entitled to OTA under two distinct payment methods based on their specific roles. Mail Peons, Indoor Packers, Letter Box Peons, and Telegraph Messengers are entitled to receive OTA on an hourly rate basis for work performed on holidays and Sundays, as governed by para 22 of the existing OTA orders. Conversely, Postmen, Outdoor Packers, and Harkaras (Runners) are eligible to receive OTA on a flat rate basis, which is fixed by the department from time to time for duties performed on these days. This clarification was issued to ensure uniform implementation across divisional offices following reports that some officials were not being allowed these benefits.
