237. Daily Rules Recap - Will Franchisee scheme have introduced in Postal lead to privatisation later?
• For booking of domestic articles DOP introduced Franchisee scheme vide its letter dated 14.12.2023 by merging the existing outsourced collection agencies.
• All the existing Speed Post OSAs and OPAs shall be termed as Franchisee with effect from 1.2.2024.
• They can undertake booking of speed post, registered posts, booking of money orders, sale of postal stamps and stationery and retail services including sale of revenue stamps.
• They can function as direct agent for PLI, provide aftersales service including collection of premia.
• Apart from that any other service of the department is considered amenable to Franchisee.
• Existing OSAs and OPAs shall sign MOA by 31.1.2024.
• Individuals, as well as firms, agencies, corner shops, paanwalas stationery shops small shopkeepers can be engaged as Franchisee.
• They will book the articles and hand over at a designated office.
• They can market the postal products in their area.
• The members of Postal employees are not eligible.
• Age – Above 18 years and no upper limit. Must pass 10th standard.
• The firm must have a valid PAN and GST number.
• Divisional head is the competent authority to engage Franchisee.
• Franchisee can collect articles anywhere but hand over only to the authorised link office.
• Commission – Regd letter – Rs.3 per article Speed post – on the basis of monthly revenue generated. Up to 2 lakhs – 7% revenue. 2 lakhs to 5 lakhs – 12% revenue.
Above five lakhs to 10 lakhs – 15% revenue. Above Rs.10 lakhs to 25 lakhs – 20%
Above 25 lakhs – 25% revenue.
For money orders – with value Rs.100 – 200 – Rs.3.50; Above Rs.200 – Rs.5
Postage stamps – 5% of sale.
Retail services – 40% of commission earned by DOP
