217. Can anyone convert his home town LTC into LTC for destinations in NER, if one had performed all India LTC already during the block year of 4 years?
Yes. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, all Central Government employees will be allowed for conversion of one block of Home Town LTC into LTC for destination in NER. This relaxation is irrespective of the availment of all India LTC previously by the employee in the same block year of 4 years.
218. Can a Government Servant visit NER or J&K on more than one occasion on conversion of Home town?
Yes. He can again visit in the new/next block.

219. Can a Government servant avail of air travel to NER/J&K in case of All India LTC if his Home town and the Head Quarters are at the same place?
It is allowed even if the Home and the Head Quarters are same for air travel on All India LTC.

220. Whether Government Servant who has already availed one Home Town LTC in the current block can avail LTC visit NER?
Yes. He can avail it against All India LTC.
221. Can a Government Servant avail the benefit of visiting NER/J&K twice in a particular block of four years?
Yes. He can visit by the conversion of his home town LTC and also by availing All India LTC.
