57. Rules Digest - Rotational transfer of staff working in Double handed post offices
• The prescribed tenures for the following positions must be observed very strictly:
o Single Handed SPMs (Sub-Postmasters)
o Double Handed SPMs
o PAs (Postal Assistants) working in Double Handed Sub-Offices (SOs) and above.
o Instructions already exist that any overstayal of tenure requires personal approval from the Postmaster General (PMG) or Chief Postmaster General (CPMG).
o However, it has been observed that Divisional Heads frequently allow staff to continue beyond their tenure under various pretexts.
o Inspecting officers have also been found to not object to such overstayals.
• Incorrect Tenure Calculation (Specific Case):
o A specific incorrect practice has been noted: A PA in a double-handed SO is sometimes continued in the same office as an SPM, with their previous stay as a PA being ignored and the SPM's tenure being treated as starting afresh from the date of posting as SPM.
o This practice is incorrect. The office tenure as a whole should be strictly observed, meaning the period spent as a PA in that office should count towards the overall tenure for that office.
o It has been observed that officials are often retained far in excess of this prescribed tenure, which must be stopped immediately.
Rotational transfer of staff working in Double handed post offices
1. Tenures of Single Handed and Double Handed SPMs, and PAs working in double handed SOs and above must be observed very strictly. Although instructions exist that overstayal of tenure has to be personally approved by the PMG/CPMG, many cases are noticed where Divisional Heads manage to continue staff beyond the tenure on some pretext or the other and the inspecting officers also do not object to this. In some cases, PA in double handed SO is continued there itself as SPM, ignoring his previous stay as PA and treating the SPM's tenure afresh from the date of posting as SPM. This is incorrect and office tenure as a whole should be observed strictly. Tenure of PAs working in HPOS is four years with some exception for SB incentives qualified officials. It is observed that officials are retained far in excess of prescribed tenure, which needs to be stopped forthwith.
They will please send their compliance report and these instructions may be deep in mind at the time of transfer posting/Rotational Transfers etc.
