182. Daily Rules Recap - Clarification on Transfer Guidelines issued by the Department of Posts
• For inter-circle and intra-circle transfers across all cadres, whether mutual or under Rule 38, the mode and category of recruitment shall be observed. This includes distinguishing between direct recruit and promotee vacancies, as well as considering categories such as OC, SC, ST, and OBC.
• However, this observance does not apply to Postal Assistant (PA) & Sorting Assistant (SA) cadres for intra-circle transfers (i.e., within the same postal circle). In their case, transfers shall be considered without observing the mode of recruitment or the category under which they were initially selected.
• Any inter-circle or intra-circle transfer availed by an employee, including mutual transfers, will be treated as utilizing one chance for transfer.
