Conditions Relating to Various Special Services in the Letter Post

Air Mail Air mails in international post are subject to additional surcharges or special combined air-cum-postage charges. Articles are broadly divided into two groups: L.C. (Letters and Cards - {Letters Et Cartes}) and A.O. (Other objects such as printed papers, newspapers, small packets, and Literature for the Blind - {Autres Objects}). For surcharge and combined charge purposes, countries and territories are divided into groups.

Tariff of Air Surcharge for every 20gms:
1. Countries in Asia: Rs. 4.00 
2. Countries in Europe: Rs. 5.00 
3. Countries in Africa: Rs. 5.00 
4. Countries in North America and Australia: Rs. 8.00 
5. Countries in South America: Rs. 10.00 

Aerogrammes An aerogramme is a category for exclusive air transmission with no corresponding surface mail category; if transmitted by surface for any reason, it is treated as a Letter. It consists of a suitably folded and gummed sheet of paper.

Size: Minimum folded size is 90 x 140 mm. Maximum folded size should not exceed 110 x 220 mm, with length equal to or greater than its width multiplied by 2  (approx. 1.4).

Weight: Should not weigh more than 3 grammes. The front should be for address, prepayment, and service notes/labels. It must bear the printed indication "Aerogramme". No enclosures or attachments are allowed, except an advice of delivery form. Aerogrammes are subject to combined charges (postage-cum-air). An aerogramme not conforming to conditions will be treated as a letter.
Make up of airmail articles Air mail articles should bear a special blue label or stamp impression with "Par avion" (By Air Mail) on the left-hand side of the front.

Unpaid and insufficiently paid airmail correspondence Unpaid and insufficiently paid airmail articles with the sender's name and address (or easily ascertainable) will be returned to the sender for deficiency makeup and reposting. Such articles will be forwarded by air if reposted with requisite stamps and the notice of insufficient postage. If the sender's name and address are not present or easily ascertainable:

Letters, postcards, and aerogrammes: If postage paid is at least 75% of the surcharge or 50% of the combined charge, the article is forwarded by air, taxed with the deficiency. If less, it is dispatched by surface.

Other articles: If postage paid is at least 75% of the surcharge, the article is forwarded by air, taxed with the deficiency. If less than 75% of the surcharge but more than surface postage, it is dispatched by surface. If less than both 75% of the surcharge and surface postage, it will not be forwarded.

Registration All letter post items for air transmission can be sent as registered items. Bulk bags can also be registered if addressed to countries admitting registered articles in bulk bags.

Registration Tariff:
1. Air Letters, Post Cards and Packets: Rs. 150/- 
2. Mail Bag: Rs. 750/- 

Postage: Registered articles are subject to a special registration fee in addition to postage. Unpaid or underpaid articles cannot be registered.

Make up: Registered articles must bear "Registered/Recommanded" in bold letters on the top of the address side. The address must be clearly written in ink; items with pencil or initial addresses cannot be registered. Sufficient space should be left for post office labels and official indications.

Manner of Posting: Articles for Registration must be handed in at the post office counter, and the sender will receive a receipt. If closed by adhesive tapes, a date stamp must be affixed.

Advice of Delivery:
Similar to "acknowledgement" in inland post. The sender of a registered article can obtain an advice of delivery by paying an additional fee and attaching a form filled in Roman Characters. Fee is Rs. 10/- for Bhutan and Nepal, and Rs. 20/- for other foreign countries. Sender's name and address in Roman characters on the article is obligatory. "Avis de Reception" (Advice of Delivery) or A.R. stamp impression should be in bold letters next to or below "Registered" on the address side. For standardized envelopes, it should be in the top left-hand corner below the sender's address. The weight of the advice of delivery form is included in postage calculation, and the charge is represented with other charges.
