Bulk Bag System: Special bags of printed papers can be sent to/from foreign countries. Printed papers for the same addressee at the same address can be enclosed in one or more special bags. Each bag must weigh not less than 5 Kg and not more than 30 Kg. The bag should be tied with a rectangular label (not smaller than 90 mm x 140 mm) containing name, address, weight, and contents details. Bulk bags can be unregistered or registered. For certain countries (Argentina, Cuba, Peru, and the Philippines), only unregistered bulk bags are allowed. Applications for bulk bag facility should be made to the Head of the Circle, with details of average posting amount, frequency, and general destinations. The Head of the Circle decides the security deposit amount (cash, NSC pledged to HOC, or Bank Guarantee from SBI). The sender receives a license and hands over bags with a duplicate invoice, one copy returned after verification. A bill is sent on the 10th of each succeeding month and must be settled within seven days. Non-payment leads to immediate license cancellation and recovery from the security deposit. The license is revocable by the Head of the Circle with seven days' written notice and may be renewed under terms and conditions. Empty bags for packing are supplied by the authorized post office. Bags with items for Customs examination must bear the green label Cl {CN22} tied around the neck. When a bulk bag is received from a foreign country in India, the Officer in charge sends an intimation. The addressee or authorized person produces a signed receipt and accepts the bags. Empty postal bags must be returned within three days. The Post Office may pay compensation up to 150 SDR for total loss of a registered bulk bag.
Small Packets Intended for transmitting small quantities of goods by letter post. Gift items of saleable value and merchandise samples can be sent. Small packets should not contain personal correspondence or inscriptions between persons other than sender and addressee. An open invoice is permitted. Permitted indications: Sender and addressee addresses with commercial traffic indications, trade marks, references to exchanged correspondence, short notes about manufacturer/supplier/source or intended persons, serial/registration numbers, prices, and particulars related to weight, volume, size, quantity, etc..
Dimensions: Small packets must conform to letter dimensions.
Maximum weight: Should not exceed 2 kg, though some countries have a limit of 500 grams.
Make up and Packing: Small packets should be packed for quick and easy content examination. They must bear "Petits Paquets" or "Small Packets" on the address side. The sender's name and address must invariably be on the outside. Customs declarations must always accompany small packets regardless of value.
Delivery: Small packets not conforming to conditions will be returned to the sender.
Penalty for breach of conditions: Will be charged double the deficiency for an inland letter or parcel rate. Small packets over 500 grams are subject to a delivery fee payable by the addressee.
Unpaid and insufficiently paid small packets: Returned to the sender and delivered on recovery of charges, treated as inland parcels.
Literature for the Blind Also known as "Blind Literature" or “Cecogrammes,” these contain papers (including letters, periodicals, books, and plates) impressed in Braille or other special type for the blind. Sound recordings as literature for the blind are admitted only if sent by or addressed to an officially recognized institute for the blind. They should not contain conventional writing or printing, except for title, table of contents, and instructions for use.
Dimensions: A packet should not exceed 7 kgs in weight.
Maximum weight: Subject to the same dimension limits as letters.
Make up and packing: Should allow quick and easy examination of contents. Must bear "Cecogrammes" (preferably a printed label) at the front top right-hand corner. Should invariably show the sender's address.
Postage: Exempt from postage fees for surface transmission. Air surcharges are payable for air transmission.
Penalty for breach of conditions: Will be returned to the sender. Will be charged on delivery with letter or parcel postage at the applicable internal postage rate.
