Printed Papers Corresponds to the "Book Packet" Service in inland post with some variations. There are two categories: Ordinarily Printed Papers and Registered Newspapers. The following are admitted at printed paper rate: Letters & postcards exchanged between pupils through school principals, correspondence courses sent by schools to pupils, manuscripts for newspapers, musical scores in manuscript, photocopies, and impressions from computer printers. The expression "Printed Matter" should be in bold letters on the address side. The following cannot be transmitted at printed paper rates: Papers obtained by typewriter, copies by tracing or handwriting, copies by stamps, films, and sound or video recordings. Diaries and desk calendars sent as 'complimentary' copies are accepted if they bear "complementary" and the firm's name printed on the cover. Printed Papers should not contain any personal correspondence. Multiple copies obtained by admissible processes can be sent together if they don't bear different sender and addressee names and addresses. Packets with printed marriage invitations are treated as "Printed Papers".

Permissible additions or alterations: Sender's name and address, place and date of dispatch, serial or registration number, deletion/marking/underlining of words or parts of text, correction of printing errors, and addition of order/subscription forms. An enclosed card, envelope, or wrapper with the sender's printed address can be prepaid for return with destination country postage stamps.
Printed Papers sent in the form of Cards: Printed papers of the form, consistency, and size of a postcard can be sent unenclosed without wrapper or envelope. The right-hand half of the front is for the addressee's address, prepayment, and service instructions/labels.

Make up and Packing: Printed papers should be packed to facilitate easy and quick examination of contents. They must bear "Printed Papers" or "Imprimes" on the address side.
Registered Newspapers: Rules for inland registered newspapers generally apply to foreign post. Newspapers posting large numbers of copies for foreign delivery can do so without stamps under the same conditions as inland post (WPP). A separate license is needed for this scheme. When posted under cash payment, the words "Postage Paid" and "Port Paye" in bold type, enclosed by a thick border of at least 20 mm x 15 mm, should be provided.

Dimensions: Maximum and minimum dimensions for printed papers and Registered Newspapers are the same as for letters. Printed papers in card form should conform to postcard dimensions.

Maximum weight: No printed paper or Registered Newspaper should exceed 2 kg. Printed papers containing only books and pamphlets may be sent up to 5 kg.

Penalty for breach of conditions: Packets of printed papers will be returned to the sender. If postage is not prepaid, the sender pays double the deficiency in internal postage. The sender can re-post after complying with conditions and paying fresh postage. Printed papers in card form violating general conditions are treated as letters. If postage is prepaid on the back, they are treated as unpaid and returned.

Postage Unpaid and Insufficiently Paid printed papers:
Unpaid or insufficiently paid printed papers for surface transmission are not forwarded and are returned to the sender for delivery on recovery of charges. Articles for air transmission are forwarded taxed or returned for deficiency makeup.
