43. Association of service unions in work study
• This letter is a continuation of the office letter No. 1-1/71-WS. I dated November 30, 1972, regarding the association of service unions in work studies.
• The matter of staff union participation in Work Study programmes has been referred to the Staff Inspection Unit of the Ministry of Finance for a decision.
• In the interim, the P&T Board has decided that Unions may be associated with work studies in the P&T Department at the following stages:
• (i) During the preliminary survey to identify the problem, which includes reviewing organization surveys, duty lists, job description sheets, work diagrams, and procedural charts.
• (ii) Before preparing the memorandum for the P&T Board to consider the recommendations in the work study report.
• At the second stage, only the recommendations of the work study unit will be provided to the relevant union(s) to gather their comments.
• These comments will be considered when drafting the memorandum for the P&T Board's review.
• The reference for this information is DG (P) No. 1-1/73-WS dated May 28, 1973.
Association of service unions in work study
In continuation of this office letter No. 1-1/71-WS. I dated 30.11.1972 on the subject noted above I am directed to state that the question of participation of Staff Unions in Work Study programmes has been referred to the Staff Inspection Unit of the Ministry of Finance for taking a decision at the appropriate level. However, for the time being, the P&T Board decided that the Unions may be associated with the work studies in the P&T Department at the following stages.
(i) While carrying out a preliminary survey for locating the problem; this would include organization survey duty lists, job description sheets, work diagram and procedural charts.
(ii) Before preparation for the P&T Board for consideration of the recommendations of memo contained in the work study report.
At this stage only the recommendations of the work study unit would be furnished to the concerned union/unions for eliciting their comments, which would be taken in to account while preparing the above mentioned memo for consideration of the P&T Board.
