Allocation of Inspector Posts on selection and promotion – Revised procedure
• In addition to the instructions dated 15.2.2023, the initial posting (allotment) for direct recruits of Inspectors of Posts (IP) will be done based on merit and preference.
• The Department will decide the number of vacancies for each postal circle.
• For promotions of both Inspectors of Posts (IP) and Assistant Superintendents of Posts (ASP), a committee chaired by the Deputy Director General (DDG) Personnel will make the decision and recommendations.
• Initially, these promoted officials will be considered for their home postal circles. Preference will be given to those who are due to retire within one year.
• Those promoted officials who could not be allocated to their home circle will be allotted to other circles, giving priority to circles with a higher deficit of staff.
• The recommendations of this committee will be placed before the Member (Personnel) for approval.
• Inter-circle transfers will continue to be processed only through the online transfer portal.
• The conditions of Rule 38 for transfers will apply to such inter-circle transfers.
• Pending transfer requests will be placed before the committee and considered first, before the allocation of fresh recruits.
• There shall be a gap of three months between two sittings of this Transfer Committee.
• Transfer requests will be arranged in the following order of priority: i. Persons with Benchmark Disabilities (PwBD) officials, ii. Inspectors of Posts (IP) & Assistant Superintendents of Posts (ASP) who have served for 2 years in Assam, Jammu & Kashmir, and the North East region, iii. Inspectors of Posts (IP) & Assistant Superintendents of Posts (ASP) returning from deputation from the Army Postal Service (APS), iv. Transfers on spouse grounds, v. • 15.2.2023 தேதியிட்ட அறிவுறுத்தல்களுக்கு கூடுதலாக, நேரடி ஆட்சேர்ப்பு மூலம் தேர்ந்தெடுக்கப்பட்ட அஞ்சல் ஆய்வாளர்களுக்கான (IP) ஆரம்ப பணி ஒதுக்கீடு தகுதி மற்றும் விருப்பத்தின் அடிப்படையில் செய்யப்படும்.
• ஒவ்வொரு தபால் வட்டத்திற்கும் உள்ள காலியிடங்களின் எண்ணிக்கையை துறை தீர்மானிக்கும்.
• அஞ்சல் ஆய்வாளர்கள் (IP) மற்றும் உதவி அஞ்சல் கண்காணிப்பாளர்கள் (ASP) இருவரின் பதவி உயர்வுக்கும், துணை இயக்குநர் ஜெனரல் (DDG) பணியாளர் தலைமையில் ஒரு குழு முடிவெடுத்து பரிந்துரைக்கும்.
• ஆரம்பத்தில், இந்த பதவி உயர்வு பெற்ற அதிகாரிகள் அவர்களின் சொந்த தபால் வட்டங்களுக்கு பரிசீலிக்கப்படுவார்கள். ஓராண்டுக்குள் ஓய்வு பெற உள்ளவர்களுக்கு முன்னுரிமை வழங்கப்படும்.
• சொந்த வட்டத்தில் ஒதுக்கீடு செய்ய முடியாத பதவி உயர்வு பெற்ற அதிகாரிகள், அதிக பற்றாக்குறை உள்ள வட்டங்களுக்கு முன்னுரிமை அளித்து மற்ற வட்டங்களுக்கு ஒதுக்கப்படுவார்கள்.
• இந்த குழுவின் பரிந்துரைகள் ஒப்புதலுக்காக உறுப்பினர் (பணியாளர்) முன் வைக்கப்படும்.
• வட்டங்களுக்கு இடையேயான இடமாற்றங்கள் ஆன்லைன் இடமாற்ற இணையதளம் மூலம் மட்டுமே தொடர்ந்து நடைபெறும்.
• அத்தகைய வட்டங்களுக்கு இடையேயான இடமாற்றங்களுக்கு விதி 38 இடமாற்ற நிபந்தனைகள் பொருந்தும்.
• புதியவர்களை நியமிப்பதற்கு முன், நிலுவையில் உள்ள இடமாற்றக் கோரிக்கைகள் குழுவின் முன் வைக்கப்பட்டு முதலில் பரிசீலிக்கப்படும்.
• இந்த இடமாற்றக் குழுவின் இரண்டு கூட்டங்களுக்கு இடையே மூன்று மாத இடைவெளி இருக்க வேண்டும்.
• இடமாற்றக் கோரிக்கைகள் பின்வரும் முன்னுரிமை வரிசையில் ஏற்பாடு செய்யப்படும்: i. பெஞ்ச்மார்க் குறைபாடுகள் உள்ள (PwBD) அதிகாரிகள், ii. அசாம், ஜம்மு & காஷ்மீர், வடகிழக்கு ஆகிய இடங்களில் 2 ஆண்டுகள் பணியாற்றிய அஞ்சல் ஆய்வாளர்கள் (IP) & உதவி அஞ்சல் கண்காணிப்பாளர்கள் (ASP), iii. இராணுவ தபால் சேவையிலிருந்து (APS) பணியிலிருந்து திரும்பும் அஞ்சல் ஆய்வாளர்கள் (IP) & உதவி அஞ்சல் கண்காணிப்பாளர்கள் (ASP), iv. வாழ்க்கைத்துணை அடிப்படையில் இடமாற்றம், v. பிற அமைப்புகளிலிருந்து பணியிலிருந்து திரும்பும் அதிகாரிகள்.
