 Whether Rule 38 provisions are applicable to APS deputed officials
According to DG (P) No. X-12/6/2021-SPN II dated 3.2.2023, the provisions of Rule 38, concerning transfer, are indeed applicable to officials deputed to the Army Postal Service (APS), even if they have not been allotted a CSI ID. 

While these APS deputed officials cannot register for Rule 38 transfers online, they are still eligible for proforma transfers under Rule 38, as outlined in Para 90 of Appendix 23 to Volume IV, while they continue their service in the APS. 

Their transfer requests will be processed through an offline mode, and upon approval, they may be transferred to a new unit effective from the date the transfer orders are issued.

இந்த APS நியமிக்கப்பட்ட அதிகாரிகள் விதி 38 இடமாற்றங்களுக்கு ஆன்லைனில் பதிவு செய்ய முடியாது என்றாலும், அவர்கள் APS இல் தங்கள் சேவையைத் தொடரும் போது, தொகுதி IV இன் இணைப்பு 23 இன் பத்தி 90 இல் கோடிட்டுக் காட்டப்பட்டுள்ளபடி, விதி 38 இன் கீழ் புரோஃபார்மா இடமாற்றங்களுக்கு தகுதியுடையவர்கள்.
