Providing copy of CVC's Second stage advice to the charged employee
246. In a case where the CVC's second stage advice was obtained, a copy thereof should be made available to the concerned employee, along with the report of inquiry, to give him an opportunity to make representation against the CVC's advice also, if he desires to do so [CVC's Instructions No. 99/VGL/66, dated 28.9.2000, para 3]
Providing opportunity to the charged employee to explain where the Disciplinary Authority proposes to disagree with the inquiry officer
247. Rule 15(2) of the CCS (CCA) Rules, 1965, as amended by DOP&T Notification No. 11012/20/1998-Estt . (A), dated 21.8.2000, provides that where the disciplinary authority proposes to disagree with the inquiring authority on any article of charge, his tentative reasons for disagreement shall be forwarded to the employee concerned
