 Provision of armed guards for post offices for overnight security of cash and valuables

• This letter addresses the urgent need for enhanced security at post offices, specifically concerning the overnight protection of cash and valuables. 
• It reiterates that Heads of Postal Circles have full administrative and financial powers to arrange armed guards (police or private) for post offices holding significant amounts of cash overnight. 
• The letter highlights reported instances of post offices storing large sums without adequate security, demanding immediate action.
• Furthermore, it mandates armed guards for the secure transport of cash between post offices, banks, and vice versa. If police guards are unavailable, Heads of Circles are authorized to hire private armed guards within their delegated powers.
• The letter emphasizes the importance of liaison with Head Post Masters and Postal Divisional Heads, considering local security conditions and bank practices.

• இந்த கடிதம் தபால் நிலையங்களில் பணமும் மதிப்புமிக்க பொருட்களும் இரவில் பாதுகாப்பாக வைக்கப்படுவதை உறுதிசெய்யும் வகையில் பாதுகாப்பை மேம்படுத்த வேண்டிய அவசரத் தேவையை வலியுறுத்துகிறது. 
• தபால் வட்டங்களின் தலைவர்களுக்கு அதிக அளவு பணத்தை வைத்திருக்கும் தபால் நிலையங்களுக்கு ஆயுதம் ஏந்திய காவலர்களை (காவல்துறை அல்லது தனியார்) ஏற்பாடு செய்ய முழு நிர்வாக மற்றும் நிதி அதிகாரங்கள் உள்ளன என்பதை இது மீண்டும் வலியுறுத்துகிறது. 
• போதுமான பாதுகாப்பு இல்லாமல் பெரிய தொகைகளை சேமித்து வைத்திருக்கும் தபால் நிலையங்களின் அறிக்கையிடப்பட்ட நிகழ்வுகளை கடிதம் எடுத்துக்காட்டுகிறது, உடனடியாக நடவடிக்கை தேவைப்படுகிறது.
• மேலும், தபால் நிலையங்கள், வங்கிகள் மற்றும் அதற்கு நேர்மாறாக பணத்தை பாதுகாப்பாக கொண்டு செல்வதற்கு ஆயுதம் ஏந்திய காவலர்களை கட்டாயமாக்குகிறது. காவல்துறை காவலர்கள் கிடைக்கவில்லை என்றால், வட்டங்களின் தலைவர்கள் தங்கள் பிரதிநிதித்துவ அதிகாரங்களுக்குள் தனியார் ஆயுதம் ஏந்திய காவலர்களை பணியமர்த்த அங்கீகரிக்கப்படுகிறார்கள்.
• உள்ளூர் பாதுகாப்பு நிலைமைகள் மற்றும் வங்கி நடைமுறைகளை கருத்தில் கொண்டு, தலைமை தபால் மாஸ்டர்கள் மற்றும் தபால் பிரிவுத் தலைவர்களுடன் தொடர்பு கொள்வதன் முக்கியத்துவத்தை கடிதம் வலியுறுத்துகிறது.

Order
Kindly refer to this Directorate letter No. 32-1/86 -CI dated 09-04-1986 regarding provision of Police Guards in Post Offices for overnight security of cash and valuables. In this connection, full Administrative and Financial Powers are available to the Heads of Postal Circles.
The instances of Post Offices retaining heavy cash overnight without any Armed Guards have been reported to this Directorate. In order to provide adequate security overnight to the Post Offices retaining heavy cash and valuables, all the Heads of Postal Circles are requested to take necessary measures to provide required Armed Guards/Police Guards to such Post Offices by maintaining liaise on with the Head Post Masters and Postal Divisional Heads.
In addition to above, in cases of the safe and secure carriage of heavy cash from one Post Office to another Post Office/Bank and vice versa, necessary Armed Guards/Police Guards may be provided without fail. For these purposes, the availability of Police Guards to escort cash, security situation in particular city/town and prevalent practices pertaining to security arrangements to escort  cash amongst the banks operating there. If the Police Guards are not available to escort cash, the possibility of arranging the Private Armed Guards may be explored within the Administrative and Financial Powers delegated to the Heads of Circles.
These instructions may kindly be kept in view to be followed at each level besides their monitoring by the Heads of Circles. A report indicating the existing arrangements/made in this regard may kindly be furnished to this Directorate by 15-11-2007 positively.
