91. Commuted Leave
Eligibility & Conditions
• Granted up to half of the Half Pay Leave (HPL) balance on a medical certificate.
• Leave sanctioning authority must be satisfied that the employee will return to duty after leave.
• Twice the leave taken is deducted from the HPL balance.
Special Provision (Without Medical Certificate)
• Up to 180 days of HPL can be commuted for an approved course of study in the public interest.
Effect on Resignation/Retirement
• If an employee resigns/retires voluntarily without resuming duty, commuted leave is converted to HPL, and the salary difference is recovered.
• No recovery if retirement is due to ill-health or death.
Can Be Taken Even If Earned Leave (EL) is Available
