Double Transport Allowance for Employees with Disabilities

• Employees with disabilities, as defined in the RPwD Act 2016, are entitled to double the standard Transport Allowance (TA) rates.

• A certificate from a certified medical authority is sufficient. The previous requirement for a Head of Government Hospital's recommendation is no longer needed (OM dated 4.1.2018). Referral to a Government Hospital is only done if there's doubt about the provided certificate.

• Double TA is paid from the date the administrative authority receives the disability certificate. If the certificate was provided at the time of appointment, double TA is granted from the appointment date.

• If a case is referred to a Government Hospital due to doubt, the employee is eligible for TA (without DA) for the period of the referral. This period is treated as duty, and any expenses incurred will be reimbursed.

• Exclusions:
o Double TA is not allowed if a government vehicle is provided.
o It is allowed even if residing within the campus or within 1 km.
• Absence:
o Not entitled if absent for a whole calendar month (e.g., due to training).
o Allowed if absence does not cover the full month.
o Allowed during training (as training is considered duty).
o Not allowed during suspension.

ஊனமுற்ற ஊழியர்களுக்கு இரட்டை போக்குவரத்து அலவன்ஸ் 

• RPwD சட்டம் 2016 இல் வரையறுக்கப்பட்டுள்ளபடி, ஊனமுற்ற ஊழியர்கள் நிலையான போக்குவரத்து அலவன்ஸ் (TA) விகிதங்களை விட இரண்டு மடங்கு பெற உரிமை உடையவர்கள்.

• சான்றிதழ்: சான்றளிக்கப்பட்ட மருத்துவ அதிகாரத்திடமிருந்து சான்றிதழ் போதுமானது. அரசு மருத்துவமனை தலைவரின் பரிந்துரைக்கான முந்தைய தேவை இப்போது தேவையில்லை (OM தேதி 4.1.2018). வழங்கப்பட்ட சான்றிதழில் சந்தேகம் இருந்தால் மட்டுமே அரசு மருத்துவமனைக்கு பரிந்துரைக்கப்படும்.

• நடைமுறை தேதி: நிர்வாக அதிகாரம் ஊனமுற்றோர் சான்றிதழைப் பெற்ற தேதியிலிருந்து இரட்டை TA வழங்கப்படும். நியமனத்தின் போது சான்றிதழ் வழங்கப்பட்டிருந்தால், நியமன தேதி முதலே இரட்டை TA வழங்கப்படும்.

• பரிந்துரை செயல்முறை: சந்தேகம் காரணமாக ஒரு வழக்கு அரசு மருத்துவமனைக்கு பரிந்துரைக்கப்பட்டால், பரிந்துரைக்கப்பட்ட காலத்திற்கு ஊழியர் Travelling Allowance  க்கு (DA இல்லாமல்) தகுதியுடையவர். இந்தக் காலம் கடமையாகக் கருதப்படும், மேலும் ஏற்படும் செலவுகள் திருப்பிச் செலுத்தப்படும்.

• விலக்குகள்:
o அரசு வாகனம் வழங்கப்பட்டால், இரட்டை TA அனுமதிக்கப்படாது.
o வளாகத்திற்குள்ளோ அல்லது 1 கி.மீட்டருக்குள்ளோ வசித்தாலும் இது அனுமதிக்கப்படும்.

• இல்லாமை:
o ஒரு முழு மாதக் காலண்டரில் (எ.கா., பயிற்சி காரணமாக) இல்லாமல் இருந்தால், தகுதியற்றவர்.
o முழு மாதத்தை உள்ளடக்காத இல்லாமை இருந்தால் அனுமதிக்கப்படும்.
o பயிற்சியின் போது அனுமதிக்கப்படும் (ஏனெனில் பயிற்சி கடமையாகக் கருதப்படுகிறது).
o இடைநீக்கத்தில் அனுமதிக்கப்படாது.
