Even though the blog is in my name, yourskayveeyes, I have decided to introduce my teammates one by one and bring their knowledge into the limelight. Leave Reserve PAs
Ø LR PAs to be drawn from the officials who have
completed three years service as on Jan 1st from the Divisional Gradation List.
Ø LR PA strength should be 10% of strength of Time scale
Postal Assistant and LSG cadre officials put together.
Ø LR PA should be over and above the sanctioned
strength. This is an important point to watch out for. In many divisions LR PA
strength have been adjusted within the sanctioned strength.
Ø To illustrate this if a Division is having staff
strength( T/s PA & LSG) of 100, the LR strength should be 10% of it i.e. 10
posts making it a total of 110
Ø Leave Reserve period should not be taken for tenure.
Ø If an official is nominated as LR PA, his place should
be shown as vacant. To illustrate if an official working in Salem HO is
identified as LR PA, that post occupied by the official will be vacant and the
post may be filled up by another PA. In RT notifications, in many divisions
this is not done. They are counting them as a PA of that office.
Ø LR PA s should be attached to head post offices and
erstwhile big LSG sub offices i.e (1+3 & above)
Ø LR PA are to be headquartered at suitable offices in the division for filling up of short or medium term vacancies with the division and they should not be posted as such in any office or charge during the time when they are reserve PA. Hence they should not be posted as OA, Divisional Office, Treasurer and other regular post since it defeat the very purpose of Leave Reserve PAs.
