GURU'S DAILY INSIGHTS - 6. Seniority in Circle Gradation List
Ø Circle Gradation list is issued every 6 years whereas
Divisional Gradation list is issued every 3 years.
Ø In accordance with DOPT OM no.20011/5/90-Estt(D) dated
04.11.1992, it is crystal clear as per Para (3) that seniority of a person
regularly appointed to a post should be determined by the order of merit
indicated at the time of initial appointment.
Ø The
said reservation roster/points are meant only for identifying the vacancy that
goes to a particular category of officer and in no way acts as a determinant
for fixation of seniority of the officer”
Ø Hence,
community under which employee is selected has nothing to do with in deciding
position in DGL and it is that the merit marks that decides the seniority
Ø
Officials came
under Rule 38 from other circles in a particular year are place under RRR
candidates according to their date of joining ( Rule 38 of Vol IV)
Ø
As postulated in DOPT OM no.
22011/7/86-Estt (D) dated 03.07.1986, since the recruitment of Postal Assistant
for the previous year is 50%(now 60%) by Direct Recruitment and 50% (40%) by
LDCE, seniority should be fixed as DP,DR,DP,DR like wise.

Ø Candidates selected under RRR ( Compassionate ground)
are to be placed according to date of joining
below all Direct recruits. DOPT OM no.14014/02/2012 Estt.(D) dated
30.05.2013
Ø In a particular year, merit marks are not available ,
then placed according to date of joining in PA cadre
Ø In respect of Direct recruits, in case of tie in
marks/DOJ seniority should be fixed based on DOB.If DOB also same according to
alphaphetical order. D.G Order no.27-24/65-NCG dated 07.04.1966
Ø In case of department promottees, in case of tie in marks according to feeder cadre seniority. If the DOJ in feeder cadre is same then according to DOB. If DOB also same then according to alphabetical order.
