Procedure / timeline for Rule-38 transfers laid vide transfer guidelines dated 17.01.2019 have been reviewed and revised by the DoP vide Letter No.X-12/6/2021-SPN-II(2) dated 31.12.2021. Few Key aspects are as follows:
- Transfer window system has been dispensed with.
- Transfer requests will be processed month-wise
- Date & time of receipt of transfer request to determine seniority. If there is a tie, date of joining in present cadre will be taken into account. If tie still exists, date of birth will be considered.
- However, transfer requests of Persons with disabilities, officials appointed on compassionate grounds, officials/ dependents suffering from terminal illness , will be placed on top of all requests.
- Maximum of 10 choices can be considered. If he/she could not be accommodated in requested division, transfer to anyone of the divisions will be considered.
- Accommodation in requested division will be based on vacancy only
- Transfer requests of officials with disciplinary / vigilance case pendency will also be considered. However, they will be relieved on conclusion of proceedings only.
