CCS - CONDUCT RULES 1964
33. What are all the restrictions placed on
a Government servant with regard to communication of official document or
information to the press?
A Government servant should not
communicate, directly or indirectly, any official document or any part thereof
or information to any Government servant or any other person to whom he is not
authorized to communicate such document or information. This does not, however,
apply if a Government servant communicates any official document or information
in compliance with any general or special order of the Government or in the
performance in good faith of the duties assigned to him.
Quotation by a Government servant (in
his representation to the Head of Office, or Head of Department or President)
of or from a letter, circular or office memorandum or from the notes on any
file to which he is not authorized to have access, or which he is not
authorized to keep in his personal custody or for personal purposes, would
amount to unauthorized communication of information within the meaning of this
rule.
A person contravening the provisions of
the act renders himself liable to prosecution. It is the duty of the Govt
servants to safe guard the security of all classified information and papers to
which they have access in the course of their official duties. Only officers
specially authorised should meet the press.

34. What the conduct rules says about
accepting or demanding dowry?
Rule 13A of Conduct Rules barred Govt. servant, give or take or abet (encourage) the giving or taking of dowry in any form.
35. Can a Govt. servant sub-let the
Government accommodation allotted to him?
Rule 15A of Conduct Rules prohibits sub-letting of Govt. accommodation allotted to him. It will also attract departmental action vide Dept. OM 11012/2/97-Estt(A), dt.31.12.1997.
36. State the provisions of the C. C. S. (Conduct)
Rules, 1964, relating to acceptance of gifts by a Government servant or a
member of his family.
Except to the extent provided in the C.
C. S. (Conduct) Rules, no Government servant should accept or permit any member
of his family (or any other person acting on his behalf) to accept any gift.
On occasions such as weddings,
anniversaries, funerals or religious functions when making of a gift is in
conformity with the prevailing religious or social practice, a Government
servant may accept gifts from his near relatives or personal friends having no
official dealings with him. He should make a report to the Government if the
value of any such gift exceeds the amount specified below.

37. What
is the time limit prescribed for grant/refusal of permission under the
provisions of CCS (Conduct) Rules?
The

In the event of
failure on the part of the competent authority to communicate its decision
