CCS - CONDUCT RULES 1964 

1.    What are all the restrictions imposed on Government Servants under the CCS (Conduct Rules)?

Ø  Employment of near relatives in companies or firms

Ø  Maintaining connections with press or media

Ø  Criticism of the Government

Ø  Giving evidence before any Committee or any other authority

Ø  Communications of official information

Ø  Raising funds or collections

Ø  Accepting gifts

Ø  Engaging in private trade or employment

Ø  Investments lending and borrowing

Ø  Acquiring and disposing movable, immovable and valuable properties.

Ø  Vindication of acts as Government servant and his character

Ø  Marriage.

Ø  Consumption of intoxicating drinks etc.

Ø  Supervisory officers to ensure integrity of officials under their control.

2.    What are all the Prohibitions laid down on Government Servants under the Conduct Rules?

Ø  Taking part in politics and elections

Ø  Joining associations - the objects or activities of which are prejudicial to the interests of the sovereignty and integrity of India or public order or morality.

Ø  Giving or taking or about the giving or taking dowry and even demanding dowry directly or indirectly from the parent or guardian of a bride/bride groom.

Ø  Canvassing of non-official or other outside influence to further his interest in respect of his service matters.

Ø  Employment of Children below 14 years of age.

Ø  Habitual indebtedness or insolvency (Rule 17)

Ø  Should not lease or otherwise allow occupation by any other person of Government accommodation allotted to him. (Rule 15 A)

3.     Please furnish some examples of unbecoming conduct as per the Conduct Rules?

Ø  Suppression of information regarding arrest or conviction.

Ø  Participation in proselytizing activities.

Ø  Bidding at auctions conducted by one’s own dept.

Ø  Neglect of family

Ø  Practicing untouchability

Ø  Submission of joint representations.

Ø  Lack of decorum during lunch hours.

Ø  Sub-letting Govt. accommodation.

Ø  Refusal to accept a charge sheet.

Ø  Disobeying an order of suspension.

Ø  Assault on another Government servant.

Ø  Possession of disproportionate assets.

4.    What are all the activities requiring permission by a Govt servant under the CCS Conduct Rules?

Ø  To join educational institution (Rule 15)

Ø  To join Home Guards (Rule 3)

Ø  To join foreign language class. (Rule 5)

Ø  To participate in the editing or management (Rule 8)

Ø  To give evidence in any enquiry (Rule 10)

Ø  To ask for or accept contributions.(Rules 12)

Ø  To accept gifts when value exceeds limit (Rule 13)

Ø  To engage in any trade or business (Rules 15)

Ø  To acquire or dispose any immovable property (Rule 18)

Ø  To enter in to transactions in movable property exceeds limits (Rule 18)
