61. Whether a Government servant is eligible for the drawal of HRA even if he owns a house at the place of duty but lives in a rented house? 

Yes. A Government servant is eligible to draw HRA even if he owns a house at the place of duty, provided he produces evidence of his living in a rented house and also pays rent for that accommodation. (FR 45-A)

62. If the classification of the city is reduced to a lower class, whether the HRA is payable at the old rate or the new lower rate?
 
HRA continues to be payable at the old higher rate for a period of six months from the date of reclassification. (FR 45-A)

63. Whether HBA shall be admissible to the wife after the house acquired by husband with HBA was sold? 
No. Only one HBA advance will be sanctioned to a Government servant during the entire career. When both the husband and wife are Central Government servants, HBA is admissible to only one of them. (HBA Rules)

ADVANCES
64. Whether the stamp Duty on mortgage deed/Deed of Reconveyance executed by the employee availed HBA can be borne by the Department

No. The stamp duty on the aforesaid documents has to be borne by the loanee Government servants only. (HBA Rules)

65. Whether a Government servant is entitled to draw a Motor Cycle Advance? 

No. The Motor Cycle Advance has been abolished. (Motor Cycle Advance Rules)
