Instructions on Parcel Delivery and Drug Trafficking Vigilance
• This Office Memorandum, issued by the Department of Posts (Parcel Directorate) on 30.10.2025 , provides instructions to sensitize delivery staff regarding the prevention of parcel delivery at unauthorized locations and vigilance against Red Flag Indicators (RFIs) associated with drug trafficking.
• The instructions are based on the minutes of a meeting held on 17.06.2025, chaired by the Director General, Narcotics Control Bureau (NCB).
• It has been noted that drug trafficking, including procurement via the dark net, is increasingly facilitated through courier and parcel services.
• Law enforcement agencies have identified specific Red Flag Indicators (RFIs) related to these illicit activities.
• Delivery staff must strictly refrain from delivering parcels at any unauthorized locations.
• Unauthorized locations include roadside spots or any place other than the declared address or designated Post Offices.
• All deliveries must be effected only at verified and authorized addresses to prevent misuse in drug trafficking.
1. Vigilance on Red Flag Indicators (RFIs):
• Delivery staff (Postmen/GDS etc.) should be trained to identify and report the following RFIs promptly to the supervisory authorities:
Vague and incomplete declared addresses.
Mismatch between the ID of the booking person and the declared consignor.
Absence of original ID or an active mobile number of the booking person.
Unclear or unreadable ID.
Frequent consignors.
Long distance between the declared address and the place of booking.
Booking person from suspected countries (for inbound foreign articles).
Absence of a valid medical prescription for consigned medicines.
Shipping costs not matching the declared value of the goods.
Unusual packaging, including suspicious taping, cushioning, or packing materials.
2. Alignment with Existing Instructions:
o These new instructions must be aligned with previous instructions from the Parcel Directorate regarding:
Non-booking of prohibited items.
Promoting public awareness regarding illicit drug and narcotics items prohibited from being sent via Postal Channel.
Obtaining a Customer Declaration Form (CDF) from customers.
Promoting options for OTP based delivery while booking parcels.
• Circles are required to: Conduct training sessions for both delivery and booking staff.
Ensure real-time reporting of any suspected RFIs by staff to their supervising authority.
The information should be further reported to the nearest law enforcement or NCB nodal officer as applicable.
Maintain records of such incidents.
