164. Following the implementation of the Seventh Central Pay Commission, what specific clarifications were provided regarding the review frequency and the number of officials eligible for Cash Handling and Treasury Allowance in a single office?

According to the Ministry of Communications, Department of Posts (Establishment Division), under File No. 06-4/2018-PAP dated 17th October, 2019, the department issued critical clarifications concerning the administration of Cash Handling and Treasury Allowance for operative staff.

The order clarifies that the Cash Handling and Treasury Allowance is not a fixed grant but must be reviewed every financial year based on the statistics of the previous year's average quantum of cash disbursed. This ensures that the allowance remains commensurate with the actual physical cash volume handled by the official during that period.

Furthermore, the department reiterated that in accordance with the original DoPT guidelines, not more than one official is allowed to receive the Cash Handling and Treasury Allowance in a single office, even in large offices where multiple treasurers may be working. The directive also noted that for Sub Postmasters in single or double-handed offices, eligibility remains governed by the specific conditions outlined in the previous DoPT OM dated 18.01.2019
