163. What is the current status and specific details regarding the Board of Arbitration award for Cash Handling Allowance provided to Post Office staff working at counters or engaged in pension and salary disbursement?

According to the communication issued by the Ministry of Communications, Department of Posts (Establishment Division/P.A.P Section) under File No-5-5/2019-PAP dated 06th July, 2021, the department addressed the award given by the Board of Arbitration in C.A. Reference case No. 5 of 1993. This award specifically pertains to staff handling cash at Post Office counters and those engaged for salary, bills, and pension disbursement.

The award, which was initially submitted for rejection but not approved by Parliament, remains a "Time Bound Case" as the department re-evaluates its financial implications. The Board of Arbitration had proposed monthly rates for the allowance based on the amount of cash handled: ₹15 for amounts between ₹10,001 to ₹20,000; ₹20 for amounts between ₹20,001 to ₹50,000; and ₹25 for amounts between ₹50,001 to ₹1,00,000.

The order further clarifies that this allowance is intended for Post Office staff working for a minimum of 16 days in a month, with payments made on a pro-rata basis for the period they are employed in such duties. Circles were requested to furnish the latest annual financial implications to the Directorate by 20.07.2021 to facilitate a proposal to the Cabinet following advice from the DoPT.
