Admissibility of Dress Allowance for Fresh Recruits

151. What are the specific guidelines for the payment of Dress Allowance to newly joined Postmen and MTS based on their date of appointment, and what was the outcome of the proposal to enhance this allowance?

According to Office Memorandum F No. 41-2/2017-PAP dated 02.08.2024, the Department of Posts clarified the payment structure for fresh recruits. For officials joining service between July and December of a previous calendar year, they are entitled to the full Dress Allowance in the month of July of the next calendar year, which includes full rates for both the previous and current year. Those joining between January and June are entitled to half of the Dress Allowance in the month of July of that same calendar year, receiving half rates for the first half of the year plus the full rate for the upcoming year. Thereafter, the allowance continues to be drawn annually in the month of July.

Regarding the financial adjustment of this allowance, Office Memorandum F No. 41-2/2017-PAP dated 16.10.2019 states that a committee was previously constituted to examine requests from Unions to enhance the Dress Allowance. Although the committee submitted its report in June 2019, the Ministry of Finance, Department of Expenditure, did not agree to the proposal, and the enhancement of Dress Allowance was not approved by the Nodal Ministry.
